What each CQC audit tool actually does, taken from the vendor's own site, who it suits, what it costs where a price is published, and when building your own makes more sense than buying.

The short answer

- **There is no single best CQC compliance software.** The right tool depends on your service type, how many locations you run and whether you also need digital care records.
- **Dedicated compliance platforms** (Access Care Compliance, Radar Healthcare, QCS, CQC Pro) suit groups that want audits, mock inspections, evidence and action plans in one system. None of them publishes a price; all quote after a demo.
- **Low-cost CQC audit tools with published prices:** InspectReady at £49 a month for one care home, and MyCareAudit from £87 to £312 a month.
- **Care management systems with compliance built in** (Birdie for homecare from £200 a month excluding VAT, Nourish, Person Centred Software, Log my Care with a free plan under 10 service users) make your daily records the evidence.
- **Whatever you pick** must map evidence to the 5 key questions and 34 quality statements today, and follow CQC's planned move to sector frameworks, which had no confirmed go-live date in November 2026.
- **Before any demo,** score yourself with our [free CQC mock inspection tool](https://minidev.pro/tools/cqc-mock-inspection). Build custom software only when off-the-shelf tools do not fit how your group works.

Search for "CQC audit tool" and you get a mix of policy libraries, care planning systems, phone checklist apps and full governance platforms, all claiming to make you inspection ready. They solve different problems. This guide sorts them by what they actually do, so you can shortlist two or three and spend your demo time well.

Everything said about each product comes from that product's own website. We have not added ratings, review scores, customer counts or prices that the vendor does not publish. minidev.pro builds compliance software and has a free self-assessment tool and a working prototype in this space, so we have an interest; we have tried to be fair, and we say plainly where buying beats building. We are not affiliated with the Care Quality Commission or with any vendor listed.

Checked November 2026

Product features and prices were checked on each vendor's site in November 2026. Vendors change plans often, so confirm details on a demo before you sign. The order of tools below is by type, not a ranking.

## Dedicated CQC Compliance Platforms

These are built around compliance first: audits, evidence, action plans and, in some cases, mock inspections. They usually sit alongside a separate care planning system rather than replacing it.

### Access Care Compliance (The Access Group)

A compliance module that The Access Group says is configured for CQC's single assessment framework and its 34 quality statements, with regional versions for Care Inspectorate Scotland, Care Inspectorate Wales and RQIA.

- **Best for:** groups running several services that want a guided mock inspection and a mock rating for each service, compared against the actual CQC rating.
- **Avoid when:** you need a price before a sales conversation, or you want policies included, since the page describes policies and procedures as a separate, linked product.
- **What it does for CQC:** a guided mock inspection flow through the quality statements with ratings per key question; a digital audit library for care homes and domiciliary care plus bespoke audits; action plans with timelines that link to complaints and incidents; evidence attached to actions; a view of compliance across services; a mobile app for audits; surveys; and a risk and assurance register. Its Access Evo AI layer is described as finding improvement areas and drafting action plans.
- **Pricing:** the page says prices reflect an annual cost per carer or per bed, but shows no figures.

### Radar Healthcare

A cloud governance, risk and compliance system used across social care and healthcare. Its CQC page says it "aligns with the latest CQC framework" and covers all of CQC's key questions and quality statements.

- **Best for:** larger care groups and healthcare organisations that want incidents, feedback, audits, policies and CQC evidence in one governance system.
- **Avoid when:** you are a single small service. Audit management and incident management are listed as optional add-ons, and pricing comes through a demo.
- **What it does for CQC:** evidence for CQC "at the click of a button"; central collection of surveys, compliments and complaints; customisable dashboards for KPIs and CQC ratings; action and improvement plans included with every account; document control, policy management, training and competency tracking. It lists configuration for Care Inspectorate Scotland and Care Inspectorate Wales standards too.

### QCS (Quality Compliance Systems)

Best known for care policies and procedures, QCS now sells packages that add audits, feedback surveys and mock inspections.

- **Best for:** providers whose first problem is keeping policies and procedures current, who want audits and inspection tools from the same supplier.
- **Avoid when:** mock inspections are the main thing you want on a small budget. On the packages page they appear only in the top Governance package.
- **What it does for CQC:** always up-to-date policies; audit templates "aligned to regulator questions" with progress tracking and action plans; a mock inspections tool "built around regulator frameworks"; and feedback surveys that map to quality statements. Packages are Foundations (policies, Lyra AI, customised policies, 5 care plan audits a month), Assurance (adds audits, feedback surveys, supervisions lite) and Governance (adds the audit framework, mock inspections, unlimited care plan audits and single sign-on).

### CQC Pro (Citation)

An online CQC self-assessment tool from Citation, which describes it as designed to complement its HR, employment law and health and safety support.

- **Best for:** providers already using Citation who want CQC evidence tracking from the same supplier.
- **Avoid when:** you want a tool organised around today's quality statements out of the box. The product page describes uploading evidence against each KLOE (key line of enquiry), so ask how it maps to the current framework.
- **What it does for CQC:** self-evaluation against CQC standards; checklists for each standard; evidence uploads with reminders and named owners; a RAG (red, amber, green) view of performance against compliance goals; action plans; and a survey tool for people who use the service, relatives and staff.

## Low-Cost CQC Audit Tools

Smaller products that publish a monthly price and offer a free trial, which makes them easy to test on one location.

### InspectReady

CQC compliance software for independent UK care homes, made by Crocker Digital Ltd, which states it is not affiliated with CQC.

- **Best for:** an independent care home, or a group of up to five homes, that wants policies, audits and evidence organised at a known monthly cost.
- **Avoid when:** you run home care, a healthcare service or more than five homes; the published plans are for care homes and stop at five.
- **What it does for CQC:** a CQC readiness coverage view; an audit scheduler with action tracking; reminders for policy reviews and audits; and a guided evidence pack export as a PDF summary plus a ZIP of files. The Small Group plan adds an organisation-level readiness roll-up with data kept separate per home.
- **Pricing:** £49 a month for a single home with the whole team included; £99 a month for 2 to 5 homes. 14-day free trial, no card needed.

### MyCareAudit

Audit and governance software that describes its plans as affordable for new and small providers, with an Enterprise plan for multi-site groups.

- **Best for:** a single-site or growing provider that wants a large library of audit templates and automatic gap detection.
- **Avoid when:** you need action planning on the cheapest plan; the pricing page lists it from the Professional plan upwards.
- **What it does for CQC:** a core CQC audit template, compliance gap detection and PDF export on every plan; audit templates for your service type, action planning and a regulatory updates feed on Professional; and all 340+ templates across service types on Complete. Gaps can be turned into corrective actions with manager sign-off.
- **Pricing:** Solo £87 a month (one location), Professional £187 a month, Complete £312 a month, Enterprise on request. 14-day free trial, no card needed.

## Care Management Systems With Compliance Built In

These are digital care planning and recording systems first. Their compliance strength is that evidence is created as care happens: daily notes, medicines records, incidents and care plan reviews are already dated and searchable when an inspector asks.

### Birdie

Homecare software with a quality and compliance product aimed at care agencies.

- **Best for:** domiciliary care agencies that want scheduling, visit records and compliance evidence in one app.
- **Avoid when:** you run a care home; Birdie presents itself as technology for homecare. Also note the cheapest Starter plan does not include its Q-Score or auditing forms.
- **What it does for CQC:** client auditing forms; tags for gathering evidence; a Q-Score summary that benchmarks performance "against CQC criteria"; PIR (provider information return) data reports; complaint and compliment tracking; and action assignment with scheduled actions. Evidence tagging and workflow automation come on the Advanced plan.
- **Pricing:** from £200 a month excluding VAT, based on the hours of care you schedule. Plan-level prices are by quote.

### Nourish

A care management platform whose Confidence product brings audits, action plans and AI-assisted care plan reviews together. The product page talks about evidencing improvement to regulators rather than naming CQC.

- **Best for:** providers already using Nourish care planning, or groups that want to see where audits are and are not happening across services.
- **Avoid when:** you want a quality statement self-assessment as the core of the product; the Confidence page does not describe one.
- **What it does for CQC:** pre-built, adjustable audit templates with scheduling and assignment; custom audits whose answers can trigger actions; an Action Tracker pulling actions from audits, events and inspections; AI-supported, human-led care plan reviews across the whole population rather than a sample; impact dashboards; and Audit Oversight for planning and tracking audits across services.

### Person Centred Software

A family of care home products, including PCS Care for records, PCS eMAR for medicines and PCS Intelligence for benchmarking.

- **Best for:** care homes and groups that want daily care and medicines records to be the backbone of their CQC evidence.
- **Avoid when:** you want a dedicated quality statement self-assessment or audit module; the pages we checked focus on records, reporting and benchmarking rather than describing one.
- **What it does for CQC:** its "prepare for CQC inspection" page describes clear audit trails from PCS Care, inspection-ready medication records from PCS eMAR, reporting to spot patterns and performance gaps, internal benchmarking between homes in a group and, through PCS Intelligence, external benchmarking against similar providers regionally or nationally.

### Log my Care

Care management software for residential, supported living, domiciliary, nursing and learning disability services.

- **Best for:** small providers moving off paper who want to start digital daily logs at no cost, then add care plans and incident reporting as they grow.
- **Avoid when:** you need a CQC self-assessment or mock inspection tool; the pages we checked do not describe one.
- **What it does for CQC:** audit trails on every action; incident follow-up and reporting, care and support plans, body maps and a training and skills matrix on the Pro plan; a multi-site dashboard on the Outstanding plan. Its Care Plan Audits add-on uses AI to score every active care plan out of 100 across six areas and link findings to the record, and the page says it never writes to care records.
- **Pricing:** the Starter plan is free for providers with fewer than 10 service users. Pro and Outstanding prices are by quote.

## General Inspection Apps

### Mitti by SafetyCulture (formerly SafetyCulture and iAuditor)

A general inspection and checklist app used across many industries. SafetyCulture rebranded as Mitti in August 2026, and its CQC checklist pages now sit under the Mitti name.

- **Best for:** managers who want phone-based spot checks, infection control walks, medicines checks and environment audits with photos and instant reports.
- **Avoid when:** you want it as your main CQC evidence system. It is not built around the quality statements, and some of its CQC templates are described as based on older CQC frameworks, so check each one against the current quality statements before use.
- **What it does for CQC:** CQC checklist templates, including one of 165 items organised by the five key questions, plus medicines management and infection control checklists; photo capture of problems; corrective actions; digital signatures; and automatic reports.
- **Pricing:** free for up to 10 users, per its CQC checklist page.

## minidev.pro: Free Tool and Custom Builds

We are a small product studio that builds compliance software. Here is exactly what we offer for CQC, and what we do not.

### Free CQC mock inspection tool

- **Best for:** any registered manager who wants an honest picture of where the service stands today, before paying for software or a consultant.
- **Avoid when:** you need a shared system for a team. It runs in one browser, with no accounts, sharing or document storage.
- **What it does for CQC:** you score all 34 quality statements on the same 1 to 4 scale CQC's inspectors use, tick the evidence you could show today and get an indicative band for each key question, using CQC's published thresholds. It prints a gap and action report for your governance file. No sign-up, and answers stay on your device. It is a self-check, not a CQC rating.
- **Pricing:** free. [Open the CQC mock inspection tool](https://minidev.pro/tools/cqc-mock-inspection).

### Custom compliance software and the CQC-Guard prototype

[CQC-Guard](https://minidev.pro/case-studies/cqc-guard) is a working prototype we built to prove an approach. It is not a product for sale and it is not in use at a client. It shows what we would adapt for a provider: a self-assessment on each quality statement with dated notes and attached evidence, an evidence pack that shows the age of each item, an internal predicted rating that names the statements pulling it down, action plans with owners and due dates, and three roles (staff, registered manager, provider). It records which framework version every assessment was made against, so a framework change becomes a mapping rather than a rebuild.

- **Best for:** groups whose locations, service mix, roles or sign-off rules do not fit an off-the-shelf product, or who need CQC evidence joined to systems they already have.
- **Avoid when:** you run one location and an off-the-shelf tool fits; a subscription will cost you less. We also do not run on-site mock inspections, observe care or give rating opinions.
- **What it does for CQC:** whatever your build needs, starting from the CQC-Guard pattern. See [CQC inspection readiness software](https://minidev.pro/compliance-software/cqc-inspection-readiness) for what a build involves.
- **Pricing:** fixed, from our [published price list](https://minidev.pro/mvp-cost-calculator#price-list) in US dollars: a $5,000 base, plus add-ons such as teams and roles (+$1,500) and compliance controls for audit trails, retention and access (+$3,000). A first location ships in 30 days once the statement set is agreed; more locations follow on a [retainer](https://minidev.pro/saas-development).

### Score Your Service Before Any Demo

Rate all 34 quality statements, tick the evidence you can show today and print a gap list. Free, no sign-up, and your answers stay in your browser.

## What a CQC Audit Tool Must Cover

Whatever the brand, a CQC audit tool is only useful if it mirrors how CQC actually assesses services. Here is the current framework, the change coming, and the features that follow from both.

### The current framework: 5 key questions, 34 quality statements

CQC asks five key questions of every service: is it safe, effective, caring, responsive and well-led? Under the single assessment framework, those questions are broken into 34 quality statements, written as "we statements" describing good care: 8 under safe, 6 under effective, 5 under caring, 7 under responsive and 8 under well-led.

Inspectors score each statement they assess from 1 (significant shortfalls) to 4 (exceptional standard). CQC adds the scores under a key question, divides by the maximum and turns the percentage into a rating: 25 to 38% inadequate, 39 to 62% requires improvement, 63 to 87% good, and 88% and above outstanding. A statement scored 1 limits a key question that would otherwise be good to requires improvement. Evidence is grouped into six categories: people's experience, feedback from staff and leaders, feedback from partners, observation, processes and outcomes.

### The change coming: sector-specific frameworks

On 24 March 2026 CQC published four draft sector-specific assessment frameworks, for adult social care, mental health care, primary care and community services, and hospitals. The five key questions stay. Key lines of enquiry, framed as questions, replace the quality statements, and consultation feedback supported removing scoring and making judgements directly at key question level.

CQC's June 2026 update said it would pilot the new approach between June and October 2026, with a final evaluation in November 2026, before rolling it out across all services. Its plan for 2026, published in November 2025, said it would start implementing the frameworks at the end of 2026. When we checked in November 2026, we found no confirmed go-live date on cqc.org.uk, so the 34 quality statements remain the published framework for now.

### The features that follow

1. **Framework as data.** Statements, key questions and evidence should be stored so the vendor can re-map them to the new key lines of enquiry without you re-entering evidence. Ask how old scores will be shown after the switch.
2. **Evidence across all six categories.** Not just policies and audits (processes), but feedback from people, staff and partners, and outcomes data. A tool that only stores documents covers one category well.
3. **Dates and review windows.** Evidence that was true eighteen months ago may not be true now. The tool should show the age of each item and flag anything past review.
4. **Honest scoring.** A 1 to 4 score per statement, with mock or predicted ratings clearly labelled as internal. A score should not rise just because an action was ticked off.
5. **Actions with owners.** Every gap becomes an action with a named owner, a due date and the evidence that closed it.
6. **Roles and sign-off.** Care staff add evidence, managers score and own actions, and provider leads see every location. Nobody should sign off another person's judgement.
7. **An exportable evidence pack.** If you leave the vendor, or an inspector asks, you need your evidence out in a usable form.

## Questions to Ask Every Vendor

- Is the product built on the 34 quality statements today, and what is your written plan for CQC's sector-specific frameworks?
- Which features in the demo are add-ons, and which plan includes mock inspections, audits and action plans?
- Is the price per bed, per carer, per location or per hour of care, and does it include VAT, setup and training?
- How long is the contract, and can we leave without penalty if the framework change is not supported in time?
- Can we export all evidence, scores and actions in a format we can open without your software?
- Does it work for our service type? A tool built for care homes may not fit home care, supported living or a GP practice.
- Where is our data stored, who at your company can see it, and what security certifications do you hold?

## Buy vs Build

For most providers the answer is buy. A single care home or homecare agency will find a product above that fits, and a subscription costs far less than a build. Start with the free tool, shortlist two vendors from the picker, and run a trial on one location.

**Buy when** your services are a standard type (care home, homecare, supported living), you have one to a handful of locations, a product's roles match how you work, and the vendor has a clear plan for the framework change.

**Build when** several of these are true:

- You run a mix of services that no single product covers well, and you are paying for several overlapping tools.
- Your governance has its own structure, such as regional quality leads or sign-off rules that products cannot model.
- You need CQC evidence to come from systems you already have, such as your rota, training or incident tools, instead of being typed in twice.
- You want to own the data model so a framework change is your decision, not a vendor's release date.

A build has costs beyond the price: someone in your team has to agree the statement set and roles, and the software needs looking after when CQC changes the framework. Our approach is to ship one location first, prove it with real evidence, then add the group roll-up. The [CQC-Guard prototype](https://minidev.pro/case-studies/cqc-guard) shows the shape of that first slice, and our [compliance software](https://minidev.pro/compliance-software) page covers the other regulated evidence work we do. If you are still deciding how to rehearse an inspection at all, our guide to [CQC mock inspections: DIY vs consultant vs software](https://minidev.pro/blog/cqc-mock-inspection-diy-vs-consultant-vs-software) compares costs and what each option misses.

Software cannot observe care

Every tool here, ours included, stores and organises evidence. None can watch a medicines round or hear how a resident is spoken to. Pair any software with regular observation and, at high-stakes moments, an independent review.

## Frequently Asked Questions

### What is the best CQC compliance software?

There is no single best tool for every provider. Dedicated compliance platforms such as Access Care Compliance, Radar Healthcare and QCS suit groups that want audits, mock inspections and evidence in one place. Homecare agencies often get compliance features inside their care management system, such as Birdie. Small independent care homes can start with low-cost tools that publish prices, such as InspectReady or MyCareAudit. Pick by service type, size and whether you also need care records.

### What is a CQC audit tool?

Software or a structured checklist that lets a provider check its own service against what CQC assesses: the five key questions and, under the current single assessment framework, 34 quality statements. A good one stores dated evidence against each statement, scores it honestly, turns gaps into actions with owners and keeps a record of who signed off what. It is an internal check and never gives a CQC rating.

### How much does CQC compliance software cost?

Most vendors quote after a demo. Of the tools in this guide that publish prices, InspectReady lists £49 a month for one care home and £99 a month for 2 to 5 homes, MyCareAudit lists £87 to £312 a month, and Birdie starts from £200 a month excluding VAT. Log my Care has a free Starter plan for providers with fewer than 10 service users. Prices were checked in November 2026; ask about VAT, setup fees and contract length.

### Can CQC compliance software give us a CQC rating?

No. Only CQC awards ratings. Some tools show a mock or predicted rating, which is useful for finding weak areas, but it is an internal estimate built from your own scores. CQC inspectors use their own evidence and professional judgement, so the real result can differ.

### Will CQC's new frameworks make my software out of date?

Your evidence will carry over, but the structure may change. CQC's draft sector-specific frameworks keep the five key questions and replace the quality statements with key lines of enquiry. CQC piloted them from June to October 2026 with a final evaluation in November 2026, and had not confirmed a go-live date when we checked in November 2026. Ask each vendor how and when it will update its framework, and avoid long lock-ins until it does.

### Is there a free CQC audit tool?

Yes. Our free CQC mock inspection tool at minidev.pro/tools/cqc-mock-inspection lets you score all 34 quality statements on CQC's 1 to 4 scale, tick the evidence you could show today and print a gap and action report, with no sign-up. It works in one browser and has no shared accounts, so it is a self-check rather than a system for a whole team.
