Self-assessment against 32 quality statements across the five key questions — with predicted ratings that cite the evidence pack, not a vibe.
A provider needed a CQC compliance readiness tool their registered managers would use between inspections, not a shared drive named “CQC_FINAL_v7.” We modelled the single assessment framework: five key questions (safe, effective, caring, responsive, well-led) and 32 quality statements. Staff who still think in KLOEs get a translation label; the stored object is always a quality statement. Detail sits on the CQC inspection readiness page.
Each statement has a self-score, attached evidence, and a dated note. A location-level predicted rating (Outstanding / Good / Requires improvement / Inadequate) is computed from those scores and shown with a short explanation: which statements are pulling Safe down, which evidence is older than the agreed window. The prediction is labelled internal. It is not a CQC rating.
Weak statements spawn actions: owner, due date, linked evidence when done. Closing an action does not silently raise the rating; the manager re-scores the statement. That keeps the audit trail honest.
Staff attach evidence on statements they are assigned. Registered managers score, accept predictions, and own action plans for a location. Provider users see locations, stale evidence, and cannot impersonate a manager’s sign-off. Those three roles were the minimum; extras come later.
That is the right slice. Group roll-up after the statements are stable.
