CQC assesses services under five key questions: safe, effective, caring, responsive, well-led. Under the single assessment framework those questions are scored through quality statements — we implemented 32 of them in CQC-Guard — each expecting evidence, not a slogan. Older teams still organise folders by KLOEs (key lines of enquiry). The regulation moved; the shared drive often did not.
Registered managers, nominated individuals, and provider-level staff need different views. A care assistant should attach an incident form. A registered manager should see a predicted rating and the gaps that would drag Safe below Good. A provider group should see which locations have stale evidence.
Framework change, October 2026: in March 2026 CQC published draft sector-specific assessment frameworks that keep the five key questions but replace quality statements with key lines of enquiry and drop scoring. CQC has said it will start implementing them from the end of 2026. Until it confirms the switch, the quality statements remain the published framework. A readiness tool walks each quality statement, lets people attach evidence (policy, audit, training record, duty-of-candour log), records a self-score, and writes a predicted rating with an explanation you can disagree with. Action plans sit on the statements that are weak. Role-based access keeps staff from editing provider-level judgements they do not own.
The tool does not impersonate CQC. It does not scrape the register and declare you Outstanding. Predicted ratings are labelled as internal, dated, and tied to the evidence pack as it stood that day.
